Auburn Washburn Unified School District #437 is soliciting day care proposals for the productive reuse/development of a former
pre-school building located on the property of Jay Shideler Elementary School, 4948 SW Wanamaker Road, Topeka, KS. It is the
district's intention to provide a day care facility for employee's children throughout the school year, and for any additional
days needed in the summer months. All infant, toddler, and pre-school day care businesses, individuals, and other organizations
are encouraged to compete for day care contractual opportunities with Auburn Washburn USD #437.
The building to be used for the proposed new day care center was formerly the school district's Early Childhood Center, which is
now located at Farley Elementary School. Within a limited budget, the school district would like to convert the south half of the
building into a day care center that is specifically designed for employees who have children needing care (infant through age
five). The north half of the building will continue to be used by special services. Since the building has most of the physical
necessities for a day care center already in place, minimal renovations are expected.
The Infant/Toddler/Pre-School Child Care Center building will continue to be owned by the school district, however, the business
will be operated by an independent contractor who will enter in to an interagency agreement with USD #437. The rental of the
building, along with all utility costs, will not be subject to the provider’s expense. For this reason, consideration should be
given on the RFP to reduce the proposed day care rates for USD #437 staff members. The Infant/Toddler/Pre-school Child Care Center
will carry their own liability insurance and adhere to all state, county, and district requirements.
The Infant/Toddler/Pre-School Child Care Center will provide quality day care to our employee's children with a curriculum in
place that fosters the educational goals of the Auburn Washburn School District.
The 77' x 78' single story, metal clad building is located directly east and south of Jay Shideler Elementary School, 4948 SW
Wanamaker Road, Topeka, KS. The building's interior has three large carpeted classrooms, offices, restrooms, alarms, and age
appropriate equipment in place. In addition, it has a fenced in playground area and playground equipment that meets several safety
standards. The south half of the building, which contains two 32' x 27' classrooms, is the area earmarked for the proposed Day
Care center.
The successful agency will be responsible for obtaining the day care license. USD #437 will assume responsibility for complying
with building codes in order to be in full day care licensure compliance with the Kansas State Dept. of Health and the Shawnee
County Dept. of Health.
NOTE: Last year, the building was inspected by both the Shawnee County Health Department and the Mission Township Fire
Marshall. Shaded areas for the playground and a fence around the sidewalk leading to the playground are two outdoor projects
that will be done at the school district's expense. Other interior projects, such as updating the smoke alarms, painting the
rooms, etc. will also be done by the school district.
The building and playground areas will be open to inspection to all interested agencies on February 17th and February 19th, at

All responses to this RFP must be received in a sealed envelope and clearly marked as listed below. The RFP must be
submitted by March 3, 2010, by 4:30 pm, to be eligible for consideration. Proposals should be addressed as listed below:

USD #437 Auburn Washburn assumes no responsibility or liability for the costs incurred by the proposers in responding to this
RFP or in responding to further requests for interviews, additional data, etc.
In order to facilitate evaluation of the proposals, the proposer is instructed to be concise and to follow the outline below.
Proposals that do not follow the outline may be considered as unresponsive proposals. Additional detailed information may be
annexed to the proposal.

K. Future goals, ideas, and recommendations
The proposal shall be signed by an official authorized to bind the offer and shall contain a statement to the effect that the
proposal is a firm offer for a sixty (60) day period from the time the bid was submitted. The proposal shall contain the name,
title, address, email address, and telephone number of the individual (s) with authority to contractually bind the company and
also who may be contacted during the period of proposed evaluation for the purpose of clarifying submitted information.
The determination of whether a proposal may be withdrawn is solely at the discretion of USD #437. In no event shall a proposal be
withdrawn unless the request for withdrawal of the document is filed within (5) days of the date of opening and the proposer
establishes that the proposal contains a material mistake and the mistake occurred despite the exercise of reasonable care.
USD #437 reserves the right to reject any or all proposals for any reason, to waive any non-material irregularities of information
in any RFP, and to accept or reject an item or a combination of items.
USD #437 will evaluate each proposal based on the documentation requested herein, utilizing criteria, which includes, but is not
necessarily limited to or in control of the following:
A. The proposal’s responsiveness to the RFP (format, capabilities, approach, clarity, etc.)
B. How well the proposal matches the needs of the school district
C. The qualifications and experience of the personnel committed to the project
D. Day care fee structure and proposed terms
E. Credentials and experience of the provider
F. Safety standards
Once the best proposal(s) have been identified, the staff will contact and schedule interviews with the selected entities.
Ultimately, the school district's administration will make a recommendation to the Board of Education regarding their selection
for a multi-year agreement. USD #437 reserves the right to hold a second interview in order to make a final determination relative
to the proposals received.
This RFP does not obligate the Auburn Washburn School District to contract for services specified herein.
USD #437 reserves the right at its sole discretion to reject any and all proposals received without penalty and not to issue a
contract as a result of this RFP.
USD #437 is the only entity that may legally commit to any expenditure of funds for a contract resulting from this RFP. No cost
chargeable to the proposed contract may be incurred before receipt of a fully executed contract.
